Hydrocarbons and Messinia,Greece



On the map of potential sources of oil is now and Messinia in Greece,as published in the official journal of the European Union of the notice with the conditions for granting and using authorizations for the search, research, and production of hydrocarbons. The 2nd International Licensing Round for concession rights in offshore areas of Western Greece and the South of Crete. The notice includes two "plots" which essentially cover the sea area in Western Messinia and the messinian Gulf.



 The application deadline is the first business day after six months from the date of publication of the tender in the newspaper of the European Union in May.

According to the official announcement of the Ministry of Environment, the invitation to areas available in accordance with Law. 2289/1995 entitled "Prospecting, exploration and exploitation of hydrocarbons and other provisions", as applicable, in the offshore part of Western Greece and south of Crete on the continental shelf of the Greek Republic.

All applications will be judged in accordance with the provisions of law. 2289/1995 and Greek law and in the light of the continuing need of Greece for continuous, comprehensive, effective and safe investigation to identify oil and gas in the Greek territory and exploitation them, taking due account of environmental issues.

The ministry will conclude separate contracts for each region to be granted to the successful applicant under the scheme rent / tax (lease).

 

EVALUATION CRITERIA

Applications will be considered based on the following evaluation criteria:

i) The financial viability of the applicant to carry out research and, MUST, exploitation of hydrocarbons in the regions of interest.
ii) The proven technical competence and expertise of the applicant.
iii) The proven experience of the trustee in performing research, development, production (exploitation) of hydrocarbons, especially in marine areas of high and very deep.
iv) The quality of the proposed plan and schedule work to assess the full potential of the area for which the application is filed.
v) The understanding by the applicant of the geological environment of the geographical area and the way in which the successful applicant proposes to conduct an effective and safe hydrocarbon exploration.
vi) Experience in drilling burrowing in the presence of hydrogen sulphide.
vii) The ability of environmental management to comply with regulatory requirements and to achieve maximum environmental performance, as well as experience in handling projects in environmentally sensitive areas and to maintain a high level of safety and environmental protection in areas where tourism is developed and large economic importance.
viii) Emphasis will be given to any lack of efficiency and accountability, or any non-compliance that might be demonstrated by the applicant in respect of obligations arising from previous concessions to him.

Applicants assessed as meeting the technical and economic criteria will be invited to negotiate competing for the offered land. Negotiations will be based on competitive elements. It may be called more than one applicant in negotiations for a particular concession area.
